things like ?delmidban have no command output response to the user even something as small as "removed kick 12345" would work

this is a problem because: 1) a user that can ?delmidban isnt guaranteed to be able to be forced to check ?listmidbans after every command 2) a user might not have groupdef cmd_x, which is what having no command response should mean
