Position packet routing distances should be in arena.conf rather than global.conf

Arnk Kilo Dylie: Some global conf entities should be arena-based. The ones I'm specifically thinking about are Net:PositionExtraPixels and Net:WeaponPixels. There are probably others

I didn't suspect these conf values actually until I noticed people disappearing off radar and reappearing as I got closer again in one of HZ's large-scale arenas. Needless to say, arenas should be able to use their own value depending on their needs.
