You can view all issues and add comments, as well as creating new issues, but not make other changes.

An option for CIA (http://cia.vc/doc/) reporting would be cool. There's a mercurial client available from http://hg.kublai.com/mercurial/hgcia Or whenever the bitbucket API gets created, someone could always build the feature from that instead.

This could very well fit into Oberon, if it basically pings CIA on commits. Is this the case? If so, a simple broker would be easy to write.

Yes, according to http://cia.vc/doc/inside/ you basically you ping their server with either an email or an XML-RPC message on every commit.

FWIW, CIA is quite poorly documented. Their docs consist entirely of a XML schema with no textual explanation of the format. And their use of XML-RPC doesn't really make sense IMHO.
