Germline doesn't build for amino acid sequences in MakeDb-igblast-aa

Jason Vander Heiden created an issue

Need to generalize Gene.buildGermline for amino acid sequences. Probably sufficient to add an amino_acid=False argument to the associated functions to toggle the positional fields used.
