A validator for submissions to Genbank

After feedback from @Julian Zhou (#b55e221), during group meeting it was suggested the possibility of creating a validator for Genbank submissions, to be sure data is correct and avoid resubmitting.

    Check with Christian Busse about this? I swear they made a validation script for the GenBank submissions a long time ago when we were working on this originally. Not sure on the status.

    I talked to Christian. Yes, at one point they had a validator partially complete, but it’s pretty out of date. Probably needs to be rewritten.
