Normal players can use /up at spawn and place a glass block there.

What happens: Any player with obsidian donor or above can use /up at spawn to create a glass block there.

What should happen: Nothing, or a message saying they can't use this here. Mainly not placing a glass block at spawn that only staff should be able to break.
