The feature is described pretty well here: http://swg.wikia.com/wiki/GCW_Leaderboard

They update at the same time as ranks do. Definitely make sure to not duplicate the functionality!

Possible solution: CivilWarTimerService could be made, where an CivilWarTimerIntent is broadcasted when the update time happens? The CivilWarTimerIntent could also be broadcasted by an admin functionality to force an update.
