Start server as a Windows service

Should enable to start the server as a Windows service (automatic by default).

There should be a Start menu items to start/stop service and to start/stop the UI (tray icon).

If the service is not running the UI shouldn't start (just display a message).

Stopping the service should kill the UI (?) - an event can be sent from the server.
