Generate chapters for transcoded files as workaround to loss of seek functions

Seek functions (FF/Rewind/Resume) are lost when a video is transcoded.

If it's not possible to fix this issue, then a workaround is to optionally generate chapters for transcoded videos at user specified intervals (e.g. every 5 minutes). UMS supports this feature, and it allows a user to restart a video at any chapter point to seek back or forward (https://github.com/UniversalMediaServer/UniversalMediaServer/wiki/Transcoding).
