JRC support for extended tokens is missing

As discussed during the CORE WG interim meeting, the discovery of support for extended tokens is not necessary where such support can always be relied on, e.g. through the dependency in the draft. Currently, there is no text in minimal-security making the support for extended tokens mandatory by the JRC.
