Support fill-rule style property

Alastair McBain repo owner created an issue

SVG calls it fill-rule, and GDI calls it fill mode. Default is evenodd in Inkscape which is the same as alternate in GDI and also default. Nonzero can be set from Inkscape and is supported by GDI but called winding.
