Systematically, when clicking the Help button in the site menu.

What is the behaviour you expected ? What actually happened ?

I expect to be taken to a help page. Instead the current page is refreshed.

What do we want the help page to do? Do we want full user-side documentation, similar to this v5 analogue? How do we want to handle the Spanish/French/German equivalents?
