Finalize MD / Wiki builder function

Current stage of fileio lets me read function data, and comments. I need to add a comment parser so that specific segments of the comments are read to apply a description; additionally create a parser to read through the function in order to determine the type of arguments ( based on my coding standard argument names ), and also any / all returns.

Once this is done, the Wiki will start becoming populated with all of the information making LARGE sections of comments less necessary in favor of concise comments.
