Object end hour is allowed as a booking start option

Justin Hayes repo owner created an issue

If an A/C is allowed to be booked to say 22h then the last slot starts at 21h.

22h should therefore not be an option on the create or edit booking popups. The last option should be 21h.

    Same problem with end hours - shouldn't be able to select the starting hr as an end hr...
