Allow kitn to send voicemail to users from pm

Former user created an issue

allow something like

/msg kitn Aaeriele: pokity poke

to send a voicemail to aaeri, next time she's online. (Ideally sending it via PM)

    MemoServ already provides this kind of functionality; Kitn's voicemail isn't meant to replace it.
