Add functionality in the compiler to handle qubit only methods specially

PROPOSED ENHANCEMENT

Change the compiler and underling code generation so that methods that only affect / operate on qubits generate an actual Hamiltonian (single matrix transform of all affected qubits). Need to discuss and determine priority, feasibility and desirability.
