Enhance the locale system

The locale system should be remade for mutliple reasons:

• Allowing chat json to be used.
• Allow references to be made to other translations in the same locale file and references from item configurations to the locale translations. This makes it easier to manage all the translations.
• Allow multiple translation files. (Different languages.)
