udev rule priority in ROS Indigo

We need to override the default USB rule of priority 50.

Ubuntu 16.04 and ROS Kinetic

Ubuntu 14.04 and ROS Indigo

Override the default priority for ROS Indigo by adding the --priority=60 flag to the generated debian/rules file if it exists

Also apply this fix to the dataspeed_boot_usb repository and the pointgrey_camera_driver PR
