Kinetic build of velodyne_gazebo_plugins is broken
It appears to be broken following

For example, the package below is also affected. It is only documented, not built.

reporter We ended up rolling back the change in gazebo_ros_pkgs since there's not a clear fix at the moment. https://github.com/ros/rosdistro/pull/14631 There's more work to be done at the lower level. Thanks for fixing it here. Hopefully the doc job will fix itself next cycle too.

Fixed in 2c8be2c by removing dependency on gazebo_plugins. https://github.com/ros/rosdistro/pull/14620
I'm not sure how I would fix it if I actually needed that dependency, and I do on some other packages that are not build by the buildfarm...
