    Hi Dennis, I may not be understanding your question right, if so, please don't hesitate to correct me.

    What I'm hearing is your third-party, such as a freelancer, assisting an end-user, one of your customers, with JIRA. If this is correct, a paid license would be required either by yourself or the end-user. If you wish to purchase this yourself on behalf of your end-user, I do provide these licenses at a 20% discounted rate.
