SUM/LOOT errors

SUM creates dummy esps for patch files. This was fine with BOSS but LOOT looks at the contents as well so dummy files cause errors. Need to write them as a MOD with a TES4 header. And to ensure proper sorting add each esp as a master to all patches to be run after it.

I've made a quick and somewhat dirty fix to it. Now, SUM makes files with the proper headers, though without adding the prior patches as masters.
Additionally, the process of manually running LOOT is rather clunky. The app now has a command-line interface, and SUM should be modified to use that in place of the GUI.
