False esms in wrong order as masters of exported patch

Mods with their esm flag set but that have a filename that ends .esp are listed at the top of the esp files in the masters list of exported mods. They are imported correctly and this does not effect skyrim so this is essentially cosmetic only but confuses some end users.

Need to update the master sorting to use the internal false master check as well.
