ERC controls are available even with ERC = off

The ERC controls are availbale even if we set ERC Morphs = off in the global settings. In this case the controls do nothing and there’s no error message, this is confusing for the user.

If ERC is off in the global settings then the ERC controls should not appear or be disabled.
