I have another question, probably not a bug, Simple IK does not have a chest controller?

Simple IK uses the original daz bone names, where left and right is defined by a prefix (“l” or “r”). Blender’s tools instead require a suffix (“.L” or “.R”). Advanced Panel > Rigging > Change Prefix To Suffix renames all left-right bones. The symmetry tools should work after that.

No, the simple ik rig does not have a chest controller. The purpose is to add ik controllers to (almost) the original daz boens. If you want bells and whistles there are mhx and rigify.
