merge rigs won't work to merge these rigs

Is there any way to get these rigs merged like to force merge them or do I just not worry about it does this really matter I would like to merge them 'cause it looks better…. But basically the character has two pairs of clothes where the rigs won't merge….. here is my blender file ……..if you're just looking at it right now then please wait 1/2 hour/an hour for it to appear in the folder

First, I would appreciate if you could boil down the problem to a small file which only exhibits the problem and not a lot of irrelevant stuff. Extra stuff not only makes it harder to solve the problem, but also to understand what the problem is in the first place. In your case, which rigs in which blender file cannot be merged?

By default, the Merge Rigs tool only conforming rigs. Non-conforming rigs are not merged. Those typically rigs that are parented to some bone, such as earrings or buttons. Exception: the G8.1 face controls are merged with the main rig by default. If you want non-conforming rigs to be merged as well, change the value of the corresponding option to Always.
