change unit scale small bug

Hi,

Was looking for the famous “change unit scale” under rigging, and i noticed it changed to utilities and it become “ scale object”

the weird part is if you want scale from 1 to 0.010 it will work! but not in the otherside

0.010 to 1 scaling will not working, weird bug.

I think the behaviour makes more sense after the latest commit. First, the Scale Objects button has been moved to the Advanced > Rigging panel, and the Set Units button has been removed altogether. Second, the scale field is only displayed if Units = Manual, because otherwise the scale implied by the units takes precendence.
