pose panel loc/rot limits and locks booleans are disabled when rig is linked as a library override

The boolean toggles for location and rotation limits and locks in the addon posing panel are not usable when a figure is linked from a library. That is, library overrides are not allowed on those properties:

I’ve submitted a pull request here that makes these checkboxes overridable.
