Can't create normal world

Ok so where am I going wrong here. I'm using /mv create world_resources NORMAL -s 4938764645735369472 to create a normal non-ewg world, i have listed the world name in the config:

So it should be generating with the default mc vanilla generator? But its always EWG. I tried generating using the GUI instead of /mv however GUI only lists EWG options.

I know the config lost its formatting there but rest assured it doesn't look like that in my file.
