How to flatten down the terrain in general. Very hard?

Hey man I own a successful faction server and I need help for map2 coming up very shortly. If you could respond asap that would greatly appreciated. Is there a specific way to make all my ground under y 80 or 90? I don't want any big hills either? thank you. how do I also get rid of mountains
