Plugin stuck on loading

Plugin version: 7.2.24 & 7.2.29

Spigot username: GentleGravel

Issue: On Windows Server 2012, whenever we start the server with EWG (even if it's just EWG), it gets stuck on Loading EpicWorldGenerator v7.2.29. We have a config folder for it with the license.dat, and we also tried removing it, but to no effect. We can confirm that removing EWG makes the server start up normally.

This issue occurred on Windows Server 2012, and now on Ubuntu 17.10

Please make sure the plugin can reach http://api.dynamic-bytes.com/ to download structure files.

@minelazz Not sure about the plugin, but the dedicated server can reach it (I run wget http://api.dynamic-bytes.com/ and it downloaded index.html successfully).

I should note that we've tried it with Windows Server 2012, Ubuntu Desktop 17.10, and CentOS 6. It may be an issue of our hosting provider, but just in case it isn't, which I doubt at this point.

There's no logs after Loading EpicWorldGenerator v7.2.29, if that's helpful.
