Settings.json broken and ores wont load

Hello,

When ever i use v7 it doesn't generate a proper settings file, only 5 lines. and when it try to copy over config into that file, the server crashes and disables v7 and tells me to use v6.

I've tried to generate a world with this setting file, but there are no ores.

Version 7.0.0 on a 1.9.4 server.
