Mansions / Oceans Monuments + Woodland/Ocean Explorer Maps

Mansions and Ocean Monuments are not generated where the Woodland/Ocean Explorer Maps point. Same for the /locate command. The map thing is particularly hard on players that have worked to bargain a map off of a villager and traveled thousands of blocks, just to find empty wilderness.
