EWG does not work with 1.13.1 yet. Spigot for 1.13.1 only just started pushing builds, it'll take some time for minelazz to update.

Read the error message: "Wrong native minecraft server(NMS) version. This version is made for 1.13 -> 1.13 You are using 1_13_R2"

I just bought the plugin today for a new server i'm making and am unable to gen the world due to it not supporting 1.13.1 as well. Hopefully the dev can update it soon.

Well, seeing how spigot for 1.13.1 has only been out a short time, it might be a few more days, or even a couple weeks. Minelazz is very good about updating EWG frequently.
