Paper-spigot support

mc 1.13.x version of the server is required to use paper. Performance and optimization are not compared to other servers.

Paper support is essential as long as the EWG plugin creates the world with many more blocks and details. I hope that the support of 1.13.x and paper support will be done as soon as possible.
