Generate Ice on Water

Issue: Ice doesn't generate on water when spawnIceOnWater is true

Not sure if I misunderstood how this works or it is not working correctly. When setting this to true I expect it to generate the surface layers of water as ice, but this doesn't happen.

I am trying to make a cold biome with snow and ice, I want the lakes and nearby oceans to have ice on the surface. They generate with water, and because the biome is cold the water slowly freezes when players have the chunks loaded.
