Hammer mining level can't be changed via config (causes issues when combined with iguana's tinker tweaks)

There's no way to modify the integer mining level a hammer has which, when combined with the added tiers from iguana's tinker tweaks, means you can't use the hammer on pretty much all ores. It would be nice to have either a config to directly set them, built-in support for iguana's tinker tweaks, or an API.
