Lobbying Focus and Buildable Rating

Allow you to adjust the focus of your lobbying efforts. Such as: No Focus (do everything a little) Reduce Taxes Factory Subsidiaries Increase fuel type infrastructure. Etc.

Have lobbying values start at 0 and increase to 100 for the focus. Reset back *0.25 if you change focus. Higher rating better results.
