Clear Caches Video Settings Editor

Occasionally we'll get users who uninstalled the game, then have problems reinstalling game thanks to Steam's infinite wisdom of now allowing files they didn't install to be deleted. And the fact that their uninstall script option runs at every file verification... Thanks !@#@#$#%... Anyway, implement a clear cache system in the Video Settings Editor to delete most of the files then repopulate the ones that are needed. That way I don't have to tell folks to completely uninstall the game, then go to the folder and delete what's left and etc. I can just tell them to open the settings editor and click a button.
