Kill Phaetons

Ever since I allowed Phaetons to continue to exist past their death dates, the phaetons have remained popular in the late game years. We need to implement more static methods to kill phaetons in the later game years. Fire won't work, because it's digital, but I think using the turnevents files with enough of a popularity drop each month would counter the dynamic popularity gains it could possibly make in game.
