Check District Factory Upgrade Times

• not sure of it but upgrading several factories at once through district seems much cheaper than doing it factory per factory. Also, it seems that it doesn't always take the same duration

Me: "It shouldn't be different. As the districts just loop through the list of factories and call the same function each for each one individually like you were clicking the buttons your self. I will double check the numbers though."

At least, there is a problem with the duration. When I manually improve my factories, the upgrade take longer and longer. When going through the district menu, every factory upgrade take the same amount of time. If I do that manually, the most modern will take less time to upgrade as they have been under less upgrade
