Increase Manufacturing Req Effect on Production

With new AP system in place, increase manureq's effect on production.

Also tweak some subcomponent manus, like dohc. And double check that car manureq is quartered (25% each component, then 25% for the vehicle. I believe this is the case, but double check.)
