Update SQLITE to 3.22

Assuming it is released, else we wait to do Linux and OSX while Windows is on 3.21.

    Add the pendingTransaction() function to *unix's kompex and remove the #if win32's around the delete calls.

    Linux has linking issues with newer than what shippes with kompex (3.17) tested 3.21, still the same, need to find the newest build that works, and then compare to 3.22.

    I believe my GCC is a bit too old for the latest and greatest. Sent a message to the kompex guy, see if he can fix his lib's interface with sqlite... If not, ti's fine, LInux will be a weee bit slower...
