Military Contract for HQ Clearing When War Starts

Double check to make sure the game is checking against player HQ and military before clearing out contracts at start of the war. If not, do it, if so trace where a possible contract deletion could be.

I believe I have fixed the issue, waiting on save game because it's difficult to duplicate.
