Country Limit For War Contracts Not working properly

Headquartered in New York, during WW2, there's a couple of US Military contracts that just came up in the memo saying I could bid on them, but going into the contracting window, they don't appear. This is running the testing branch - 1.22.1 SP1

NB: Couple of years down the track (1944) and the same again - there's 5 US Military contracts showing up as available in the memo, but not in my contract window.
