War Contract Issues

Player is a US company, producing a US military contract. The factory in the UK already has production of this unit, and it was not clear out.

Auto production is enabled, not sure if AP used the at war factory or if it was assigned before hand.

In any event, AP is not assigning production to the US because the factory in UK is producing the unit.
