Check components inventory memo

Check to make sure that you get a memo if you run out of inventory of components and there is demand for the vehicle. This is especially important if you’re running auto-production. As the player may not understand why it’s not producing any of their vehicle.

If there is no memo, make one. If there is a memo, make sure it appears every month while there is demand but no production. Also make sure it’s high priority.
