RSB-Post#3- Assign Factory issues on World Map

On the Contracts screen (3rd top tab above the map) I can only assign the factory for the first contract i have at the top, when i assign the factory and click on apply i hear the click and it works, however when i try to set it for the contracts below the top one, i click on apply and hear no click, and the factory I've selected has been reset.

Not sure if there's other ways of doing this task but I've had several contracts and always the top one works but not the others.
