FFEA_rod/KOBRA does not honour FFEA_restart script parameter

This isn’t so much a bug as a deliberate oversight by me, but it’s now a horrible trap that KOBRA users can get stuck in. Any time there is an existing .rodtraj file, FFEA_rod will load the last frame of that instead of loading straight from the structure file. It should ignore this and load from the .rod file when restart = 0.

Note: for anyone confused by this behaviour, the parameter is just badly named. Setting <restart = 0> will restart your simulation whereas setting <restart = 1> will continue it. That’s because ‘restart’ in this case refers to the noun, not the verb.
