Scrap Metal scanner event could be repeated forever.

Not sure of the cause and can't replicate it.
Will be switching the regular scrap pickups to a non-popup version that will hopefully fix it anyways.

Regular scrap pickups didn't remove this. It seems to be a rare thing and caused when a scanner blip has no properties associated with it, and therefore doesn't get destroyed.
