AutoBoost using too much power

Kev Bourque repo owner created an issue

The AutoBoost appears to boost scrap metal even when it's past the % marker for the AutoBoost. In b39 it stopped completely.

    Fixed in b40e.

    A check to subtract the cost got shifted to the wrong loop in a previous build.
